She was educated at the New York Bureau of Educational Experiments. Brown worked as a teacher and, after establishing herself as a writer, founded a publishing company called William R. Scott, Inc. The author also wrote under the names Golden MacDonald, Timothy Hay and Juniper Sage. Brown is best known for her picture books. "A Child's Good Night Book" was a Caldecott Honor Book in 1944, as was "Little Lost Lamb" in 1946 and "Wheel on the Chimney" in 1955. "Little Island" won the Caldecott Medal in 1947.
